Swords & Sceptres: The Pulp Fantasy
Swords & Sceptres is a tabletop role-playing ruleset built on the System Reference Document 5.2.1, and rebuilt from there: Skill Ranks in place of proficiency, Spell Points in place of slots, Resistance Points in place of resistance and immunity, and a seventh ability score for Luck.
The whole ruleset is published here, chapter by chapter, and released under CC BY 4.0. Take it, fork it, print it, sell it — the licence asks only for attribution.

Extended Races
A new chapter opens the door to races outside the core six — the Black Dwarf and the Snailfolk to start with. Nothing in it is balanced against the core, and none of it is available unless a GM says so.
